The S. Rajaratnam School of International Studies is a professional graduate school of international affairs at Nanyang Technological University, Singapore.  RSIS’ mission is to develop a community of scholars and policy analysts at the forefront of security studies and international affairs.  Its core functions are research, graduate teaching and networking.  It produces cutting-edge research on Asia-Pacific Security, Multilateralism and Regionalism, Conflict and Non-Traditional Security and International Political Economy.  RSIS’ activities are aimed at assisting policymakers to develop comprehensive approaches to strategic thinking on issues related to security and stability in the Asia-Pacific.


Barry Desker

Barry Desker is the dean of the S. Rajaratnam School of International Studies at Nanyang Technological University and director of the Institute of Defence and Strategic Studies. His research interests include the WTO, terrorism and civil conflict in Asia, as well as regional economic and security issues. He has published in the Washington Quarterly, Australian Journal of International Affairs, Cambridge Review of International Affairs, Survival, Internationale Politik, Contemporary Southeast Asia and The Pacific Review. Ambassador Desker was the chief executive officer of the Singapore Trade Development Board, after serving in the Foreign Service since 1970. He was Singapore’s ambassador to Indonesia, director of the Policy, Planning and Analysis Division of the Ministry of Foreign Affairs, and deputy permanent representative to the United Nations, New York. He was educated at the University of Singapore, University of London, and Cornell University.
